Legal Question in Criminal Law in North Carolina

I have a niece, age 16, who was stopped in Walmart for attempting to steal. They stopped her and called the police. The police said she did not have anything on here when she was checked. But the store said they had her on camera, but refused to show it to the officer. They said they will show it when they go to court, and not before. My niece is saying she didn't steal anything, but they supposedly have a video of her picking items up. What can, and should be done in this case?
