Welfare arrears and contempt
Long story short. Back in 1996, ex went on welfare and took direct CS payments from me via money orders. In 1997, I went to the local welfare fraud office and gave them copies of the money orders. The only action they took was to get $500 from her. No charges were filed.
Now I owe thousands in AFDC arrears. I fled my home state and came to CA last year when they tried to serve me with papers for contempt of court. I have refused to pay the AFDC arrears.
I need to go back and get this mess fixed, but I don't want to be arrested for contempt. And it has been over six years since she got off benifits. Is it too late?

As I understand your question, the question relates to the law of another state, where the child support order was made and the AFDC was paid. In California the amount of support you would be ordered to pay would be the same whether or not she received AFDC. Any amount of child support order to be paid over the amount of the AFDC grant would be given to her.
Your first step would be to total up the amount you actually can prove that paid. and the total amount of support ordered to determine how much, if any child support that you owe.
No one can guarantee that you will not be sent to jail.
