What does this mean?

There is an intresting statue requiring the da to reopen for trial any case that is not disposed (VDWL is not disposed for those purposes)but there is a risk that you can be charged with failure to appear.

My understanding would be that it is primarily used when the Defendant does not appear on his/her trial date. I believe it allows the case to be removed from the trial calendar (as usually the case cannot be tried in the absence of the defendant), but the case can be re-instated (or revived) later. And of course you might be subject to a charge and/or arrest for failure to appear.
