Legal Question in DUI Law in North Carolina

reinstatement of d/l after dwi

i live in Maine now for 3years and before that in Fla for more than 9 years. I now have clearance from fla. and a limited Maine d/l. yet NC will not release me. I have completed all steps for them. Now they want me to come toNc and bring 3 witnesses for a hearing which is impossible.
