If the parent is using another persons' address to keep the child in the city district when the parent lives in a county district what will happen?

This si a very wide open question. I assume that you are stating that someone is using an unrelated person's address for the child to go to a particular school.
It is not legal to do this unless the child truly lives with the other person. Int hat case the school system/county can sue the person for "stealing resources" very, very, very unlikely. Depending on the assignment rules of your school system, it is more likely that if this is caught, that the child woudl be transfered to the assignment system appropriate school.
