Kissing, hand-holding and hugging is not the problem. There are no laws about this. The problem is sex. At age 18, you are an adult and can do what you want. There are other offenses - getting a minor to be a prostitute, disseminating pornographic materials to a minor and so forth, but again, that is not what you are talking about. Why is this an issue? Do your parents not want this older guy hanging around you? Or has he told you that he cannot hang around you because he might go to jail? My advice would be to stay away from him until you are older. Once you are 18, and if you still are interested in each other, then you can see each other.
