Age when parents not responsible

At what age 18 or 21 is a person considered legal age and how long has this law been in effect

18 in North Carolina for Age of Majority. But 21 to "drink" (see National Minimum Drinking Age Act of 1984, 23 U.S.C. � 158 re: drinking age)

It has been in effect for some time.
