A DNA test will likely be required and you will need an attorney - it is a fairly complicated process. If it turns out you are correct and your ex is not the father, it doesn't matter if he refuses or not, the birth certificate can be changed without his consent but it will require court action. If you can't afford an attorney or a DNA test, then start popping him with child support and keep reminding him that he's paying for a child that isn't his - maybe then he will consent to being removed from the birth certificate.
