if a father gets layed off and is drawing unemployment can he get a reduction in child support payments

Yes if you file a Motion to Reduce and prove that the reduction in child support is greater than 15% change and it has been more than 3 years since the entry of the last child support order or it is less than three years but significantly greater than a 15% change.
