Unfortunately for those with less than competent or caring ex spouses, the answer is NO, the payor does NOT have any right to designate how child support money is spent. In cases where the custodial parent is spending the money meant for the kids on drugs, booze or partying, I either suggest that the payor parent move to get custody themselves, (unfortunately something that is not always feasible or possible) or try to get evidence that the money is being wasted and the children are in need, and then go back into court and ask the judge to force the custodial parent to give an accounting of how the money is spent. I must tell you that I don't do this often, as it rarely works, without signifigant evidence. And if you can get that much evidence, you can usually go for custody yourself.
