I really cannot discuss your cousin's legal situation with you for ethical reasons. Your cousin needs to find out whether a guardian was ever appointed for the child. Depending on the status, he either needs to get involved in the guardianship proceedings or bring a separate custody action against the legal guardian. Either way, your cousin needs to get any attorney where the child lives and the where the estate was probated in order to maximize his chances for success.
