how do i get paperwork to turn over custody of my 16 year old daughter to her sister that is 27 years old can you held me

Where is the other parent? If the other parent has not been determined to be unfit or acted inconsistent with their constitutionally protected status as the natural parent or their rights terminated, you probably can't do what you want to do.

If the other parent is legally out of the picture, there are ways to achieve what you desire but it depends on the facts. Why are you doing this? Is it due to military deployment? Are you a fit and proper person to exercise custody? etc. etc.
