My daughter has to share custody of two children with their father. Doesn't he have to provide a phone number where they can be reached?

Depends. If he is a normal reasonable person or if he is Court Ordered or otherwise agreed to do so - then yes! If he is a slovenly jerk or not Court Ordered or did not otherwise agree to do so - then no.
