Father moving away from child

My daughter's father and I have joint custody of our 4 year-old daughter (I have primary). A year ago when we reached this agreement, he put in a requirement that I not be allowed to move outside of NC. The agreement also gives him visitation on alternate weekends and requires him to pick her up from daycare once per week, keep her whenever I may have business travel, and keep her 50% of a workday our sitter may be closed. Now he has told me that he plans to get married around a year from now and at that time move for 2 years to NY where his fiance is for her professional training. My question is, is he allowed to just abdicate the obligation he has per our court order to assist in the routine care of our child? Can he easily get that changed to allow him to move and not fulfill these responsibilities?
