my ex husband and i have a custody aggreement that our daughter goes to his house every other weekend and thats fine but if say one weekend she doesnt want to go cause she wants to do something else. can she decide or not she is 12 years old.

No. It is your problem and your responsibility to get her there. Unless her dad agrees that she can do something else instead of coming to visit. If you let her veto visitation then you are the one who can go to jail for contempt of court if you are violating a visitation order.
