Can my husband sell my property because he says I owe him money?

How can your husband sell your property? If you mean by "property" that is usually titled so he could not sign a deed for you legally unless he was authorized like under a power of attorney. If personal property, what would the item be? A car? That too has a title. So what property are you referring to? Something like a tv?

IIf you are in the process of getting divorced, then speak to your family law attorney. To the extent you owe money to your husband it could certainly be accounted for in the division of marital assets. And if you don't have a family law attorney and are not contemplating divorce, what is going on that he is threatening to sell your stuff and opening himself up to a lawsuit?
