is it illegal for a mother to ask the father of her child to give up his parental rights for a price?

Its illegal to offer payments in exchange for a parent agreeing to terminate parental rights. Is there another man willing to adopt? The courts are not going to just order termination. Grounds for the termination must be present. And a parent cannot terminate his or her own parental rights. That has to be done by the other parent.
