Legal Question in Family Law in North Carolina
A judge made a ruling in my custody case and changed when and where my ex and I exchange our children. Ex now states that the ruling isn't binding because we don't have it in writing yet. Is it?

If the Judge gae a ruling in open court, it is binding. Getting it written down is just a formality for record purposes.
