If I am legally responsible for half the tuition of a college payment, Do I not deserve the right to access the statement from the college?

Not unless you agreed to it in some form of enforceable contract (something you should never do) or unless a Court order you to (which would be fairly rare). Typically these types of agreements are found in separation agreements. If you did make such an agreement, I wouldn't go so far as to say you are entitled to 'access' to a statement but it certianly makes it hard for you to verify if you are paying half without at least being allowed to examine a statement.
