Legal Question in Family Law in North Carolina

I currently live in GA. NCP lives in NC. NCP has not been able to be served due to address being vacant. Postal notification sent and received back with addresses in NC and SC. NCP receives UI in state of NC. I believe he is avoiding service. How do I get him served. Can this be done through publication. He also is in the National Guard in SC and drills 1 weekend out of the month. I just need assistance. The state hasn't attempted to serve him since 10/19/12. Court hearing was on 1/3/13 but no action was taken due to NCP not being served.

This is a questin for a Georgia attorney. NC does allow service by publication. If you have done a dilligent search and are unable to locate a good address to serve him. However, since your action is orginating in Georgia, Georgia law will apply. Georgia most likely does have a similar statute that allows service by publication but you'd need to ask a Georgia attorney to confirm this.
