if a person was divorced in florida and the person now resides in NC, the persons lawyer quit and the florida court ordered him to pay alimony and he has not, what recourse does the florida court have in NC?

Your facts do not tell me who lives in NC. The obligee (the person who gets alimony) can bring contempt charges against the obligor (the person who pays). Consult with a Florida attorney regarding Florida law in this regard. It may be that the Florida order will be treated like a money judgment. If so, the Florida judgment can be transferred to NC if the obligor lives here and enforced like any other NC judgment. If the obligee lives in NC, where does the obligor live? In Florida? In that case, the obligee would return to Florida and file a contempt petition there. As I said, I am not licensed in Florida and you should consult with another Florida family law attorney.

Why did the lawyer quit? Was he or she not paid? The answer will dictate whether another lawyer wants to touch this case.
