Removal of blood-related foster child

I had my neice for 2 1/2 years and was waiting for the adoption to go through when I received a message from the social services worker that was overseeing her care, that she had been taken from school and was going back to North Carolina with no explaination and am now being told by North Carolina that she is going to be adopted by a family out there that has only had her for 8 weeks. Her mother relinquished her parental rights to me but now N. Carolina won't let me get her back and there is no reason why this should have happened. What can I do to get her back?
