Legal Question in Family Law in North Carolina

I am a resident of NC, divorced in October 2009. My ex husband lives in England and is a citizen there. He has not been paying child support. How does one go about suing someone overseas for child support, is it possible? child support was agreed upon and part of our separation agreement which was included in our divorce
