Responsible party on a Dr.'s bill

It is legal for a mother who has full custody of her child to put someone elses name on a Dr. bill for being the responsible party for paying the bill?

Possibly - under the Doctrine of Necessaries or if there is a child support order that addresses unreimbursed medical expenses.
