Legal Question in Family Law in North Carolina

My son is recently divorced. He pays child support twice a month. If he is a day or so late, his ex refuses to let him see his 4 year old son for his visitation weekend. They live in North Carolina, is she breaking the law? He can't afford a lawyer, what can he do? By the way, they have a signed agreement which has been filed in court, concerning the visitations.

Paying child support and having visitation are not related or connected. She is not supposed to withhold visitation for that reason. A judge would support him.

If she won't stop, he needs to file a motion to show cause why she should not be held in contempt of court for not abiding by the visitation court order. This assumes that the filed agreement became part of a court order.
