Legal Question in Family Law in North Carolina

Visitation

My husband lives in Delaware and his daughter lives in North Carolina. He would like more visitation with her (he only gets 2 weeks a year) as well as sharing the burden of transporting his daughter to Delaware (9 hours each way). The ex wife refuses to let his daughter fly (she is 14). Do we need to get a lawyer in Delaware or in North Carolina?

Which state is the custody order from?

Is there any language in the existing custody order retaining jurisdiction?
