is it up to a company if the leave will cover caring for a sister for 3 days,, thank you

It is not the employer's decision as to whether FMLA leave can be applied to care for a sister. Provided that you are eligible, the employer is covered by the law and the reason for the leave is one to which the FMLA applies, then you are entitled to the leave.
