I would like to find a legal precedence concerning a man picked at random and being charged, arrested and going to trial, suing law enforcement agency for financial losses and emotional distress.

What you are describing is false arrest/false imprisonment. There have been cases on this. Are the police in North Carolina or elsewhere? It will help narrow down the search. Further, what evidence do you have to show that the police arrested and prosecuted the wrong man? You will have to sue the police in federal court.
