Legal Question in Civil Litigation in North Carolina

My mother is new to the area. While she was moving to Elizabeth City, she rented a storage unit to store her things in while she transferred. She went to the storage facility, rented the unit (#36), and signed the contract. When she arrived to the storage unit site, she found that unit #36 was flooded, and she called the office. They told her to transfer to unit #38, and they would fix it in the system. She has paid every month, on time, and written the unit number (#38) and her new contact information on every check. She arrived at the storage facility tonight, and found that unit #38 had been rented to another tenant, and that all her stuff had been auctioned off. Her whole life was in that unit. You cannot put a price on some of the things that she lost tonight. What recourse can we take against these people? Somebody has to pay, right?
