How To obtain promises expenses

how does an individual collect expenses promised by ex-empolyer. No contract, just witnesses?

You can sue in small claims court. The filing fee is around $65, but if you win, the judge may award the costs too. It is your burden of proof, so make sure your witness(es) can attend the hearing. Good luck.
