parental liability and 17 year old medical bills
If a 17 year old high school student requires hospitalization due to a car accident he/she causes, is the parent responsilble for those bills?

Generally speaking, a parent is always liable for his or her child's medical bills (until the child turns 18). This is true regardless of fault, and regardless of the use of an automobile. Note also that many automobile policies have "medical payments" (or med-pay) coverage that may pay for some of the bills.
