my husband migrated to the US at age 3 and got involved in drugs at 16. His mom became a citizen when he was 14 but did not do his citizenship paperwork, is he a citizen?

It depends on the year his mother became a citizen and the law that was current at the time. Retain counsel to research and analyze. If eligible, he can file an N-600 or apply for a passport. I wouldn't make either application without a reasonable degree of legal certainty as to his status.
