Can an illegal alien apply for citizenship or legal status if he marries an American citizen who has a felony conviction?

Yes, if the alien has entered with inspection (with a visa), that alien can apply for a green card while staying in the U.S. If alien entered without inspection, it is much more complicated and will require the application to be processed through a U.S. Consulate abroad with a waiver.
