Legal Question in Immigration Law in North Carolina

Ok, I'm a teenager. I'm an exchange student in Italy and I have made a best friend who's had horrible luck here. He is originally from India and he is living here with his poor family. He's had nearly one year of school total here because he's not that good at the Italian language. He wants to come back with me to America in June. He's 18, his parents want it for him, and he's said himself he hates Italy. I'm going to help him immigrate because I know it's something that he wants and most of all needs. Once in America I can help him out in any way, I just need some information on how to get him in the country. We are talking with an immigration agent here but I just want some outside advice as well. We are planning on getting him a tourist visa and once he is in America we will try to switch it to a work visa or a family visa, and from there we can get him properly immigrated. The main problem is he'd be coming alone and he's novice in the English language. By June I know he'll be great at English because I'm teaching him and he's bought many books already. In your opinion, which is the easiest way to get him to America safely? Thanks!

He must have the intention to visit if he comes on a B2 Visitor Visa. However, in his case, he might want to try the F-1 Student Visa. Please contact me for more information.
