Use of a previously used acronym to describe a business project

If a company wanted to internally use a particular acronym to describe a specific project or initiative, but said acronym is already in popular use (e.g. NASA, Nascar, etc.), what permissions, if any, would be required?

If you are using it internally, there are not going to be any trademark issues because trademark issues will only come into play when a business uses a mark in commerce (take away the commerce and there is no issue).
