Apartment move-in conditions

I have some questions regarding apartment move-in conditions. I was scheduled to move into an apartment, and earlier the same day (within a couple hours), they had used paint on the interior and cleaned the carpets. Upon arrival, the paint fumes were still prominent, and the carpets still wet. On a side note, there were several minor repairs that should have been caught on a routine inspection.

The apartment management never showed me the apartment prior to my move-in, not even on the day of my arrival (I have been told that it is standard procedure for the management to inspect the apartment with the tenant upon move-in arrival). The management office closed early that day (within minutes of me paying the rent and taking the keys), but I was able to speak with a maintenance employee who worked on my apartment that day, and he agreed that it was improper scheduling on the part of the leasing management to schedule paint and carpet cleaning on the same day of move-in.

Do I have grounds to cancel the lease and have my money returned?

No. You should be thrilled that they painted and cleaned the carpet.

Ventilate with fans or open the windows for the next couple days and enjoy your new home.
