In an apartment in North Carolina, what is the legal depreciation lifespan of a carpet that can be charged to a former tenant after moving out? IRS says 5 years, the complex says 10 years?

Both are incorrect. Landlords in NC cannot charge for normal wear and tear. A Landlord cannot charge tenants for the "lifespan" of the carpet. They can charge if the carpet is damaged, but not simply because the carpet got older.
