How to break a 12 month lease for a relowcation to another city for a job.

My neice is trying to break her lease due to a new job, in a new city. She currently lives in Greenville, NC and is moving to Raleigh, NC for a new JOb. The apt has also been broken into. The Landlord says she can not break the lease due to the apt. complex being a tax credit property. The lease indicates that if both parties agree, the lease can be terminated. How does she get out of this lease?
