Legal Question in Landlord & Tenant Law in North Carolina

I own/ live in a mobile home. I rent the lot. Neighbors back yard is my front yard and also thier septic leech field. A septic line has collapsed and when it rains, the septic doesn't drain properly and leeches out to the ground surface. Who's responsible for fixing this problem? Can I with hold rent until its fixed? The landlord is aware of this but has not fixed it yet. They've known about this for approximately 1 year. Thank you.

DO NOT withhold rent. This is not allowed in NC and will only lead to your eviction. If the landlord refuses to repair, you need to seek assistance from an attorney.
