I recently signed a new lease for a townhome. However, when I moved into the property I found it in terrible conditions roaches, mold in the fridge, hanging electrical wiring, and there were even neglected items from the previous tenant. I took my concerns to the property management company. For a week they gave me the run-around. Then when I demanded my deposit and first month's rent back the owner contacted me offering to help. They eventually fixed everything, but the roaches. Even after calling the exterminator, the pests are still creeping around. I haven't even been at this place for a month. These living conditions disgust me. Would this constitute a breach of contract on the part of my landlord?

Yes and no, you can file suit against the owner for rent abatement. This is where you ask the Court to rule that you pay either a reduced or no rent until the problem is resolved.
