if I got served eviction notice and a local agency was going to pay the past due but my landlord refused to sign paper from agency and took out eviction will the judge drop case if I pay the past due amount and will I still have to pay court costs even though landlord should've accepted the money from agency?

I don't know about an agency making a landlord sign a paper. if rent is past due its past due. A landlord can sue for eviction. If you wish to continue your lease then yes, you have to pay the past due sum as well as the court costs.
