Legal Question in Landlord & Tenant Law in North Carolina

Top of the hour, question. I have been without heat in home since Feb 17 and keep getting the run around on repairs. the issue started in Dec 2010 .My issues are whom would be responsible for repairs the agent which I sign the lease with are the owner. I have been told by the agent they would send some one out to make repairs how ever the home owner won't allow them so he will send a friend out . Its heat and this has gone on so long until I'm having health problems.please help.

To some degree both our responsible but the landlord is ultimately responsible. The landlord has a duty to maintain the property in a habitable condition. You can take the landlord to small claims court to offset the rent.
