I clean cars part time. I was stuck by a used discarded needle laying in the floor of a car (supposedly a diabetic needle). Can I force the owner of the vehicle to take blood test for diseases.

Likely not. Because unless the owner is stupid, you will have a proof problem as to who the needle belonged to. Further, whether the user(s) of the needle have disease(s) doesn't mean you will contract any disease(s) and if you do, again you will have a proof problem in saying for sure you got the disease(s) from the needle and not some other way wink, wink. Further, still, to have any sort of case against the owner, you'd likely have to prove the owner knew or should have known the needle was there, had some sort of duty to inform you and failed to do so - very unlikely you will be able to meet a standard like that. So your best bet is to simply have your self checked out and / or have the needle checked out.. Hopefully nothing will come of it but if it does, hopefully you were smart enough to keep the needle. And in the future watch where you put your hands.
