Killing Someone's Pet

My neighbor's pet cat was shot and killed with a 22 rifle using rat pellets. The cat was on the pet owner's side of the ditch between their yards. The person who shot the cat said she only intended to scare the cat, not kill it. What can she be charged with? We live in NC, in the county, not city limits.

As is the case many times under the law, there is not necessarily a clear answer. Cases like this cases be very fact specific and further information may be helpful. Generally, there are laws regarding cruelty to animals. Your best bet is probably to contact either your local animal control office or humane society for direction.
