Can an apartment complex that bans aggressive breed dogs allow a tenant to have a Pitbull even though it clearly states they are prohibited? I ask this because I asked if I could have a Doberman and they said no. I feel as if this is preferential treatment because the other tenant is a police officer.

Unfortunately, this is really up to the landlord. If you have a lease that bans certain dogs and the landlord allows one person to have it and not the other, you are absolutely right, it is preferential treatment. Preferential treatment is not illegal, discriminatory treatment is illegal.
To show this is illegal, you have to show you were disallowed your dog and the officer was allowed his because of your race, gender, religion, disability, or national origin. Otherwise, the landlord is allowed to treat tenants differently.
