Legal Question in Real Estate Law in North Carolina

My cousin who is blind purchased home in january 2010 and moved in on 2 march 2010. She has had to do extensive repairs on a house.(heat pump, electrical and air condition that was straight wire. alot of wires cut at home(alarm, cable and phone lines). Now a crack in the ceiling from the top stairs to mid of kitchen. this house was built in 1997. the crack comes from work done in dec 2009 for a area that was requested to close off the house from the apt over garage. No permits or final inspection was done on it. What are her rights because that was part of the contract from the bank that permits be obtained. we have tried to work with realtor but have been put off.
