Legal Question in Real Estate Law in North Carolina

My daughter lives in an apartment for college students in NC. There are 4 students in the apartment. One of te students has bedbugs. Can the complex charge all of the tenants? Also, can my daughter move out before her lease because of the bedbugs?

The landlord can only hold the person(s) responsible liable for the bed bug cleaning.

Unfortunately, if the landlord did not cause the bed bugs and are attempting to resolve the problem, she does not have a legal method to get out of the lease. She can leave, but she will be in breach.
