If I want to buy a foreclosured property at the county court house steps in auction, if I win the auction do I have to pay off all liens that are on the deed? Or is the deed delivered to me clear at time of auction?

The deed is delivered "as is." If there are any outstanding liens, not extinguished by the foreclosure, they will still be attached to the property. You should have a title search conducted before you bid on the property.
