How long are home builders in NC. liable for the homes they build? Is it one year?

You need to consult with an attorney about your individual situation. There are different actions where a builder is concerned and some may depend on whether you purchased it directly from the builder. There are claims under an implied warranty which one might have 3 years to bring from the date of discovery. On the other hand, it may be possible to waive the implied warranty if one entered into a binding agreement that excluded its application.

Another claim against a Builder is negligent construction.

Either way, if you feel you have an issue with a builder, you should consult with an attorney in your area.
