Insurance on house in Probate by non-owner

Trying to get home we inherited in NC, (still in probate) on our insurance. We are in Pa, TX and VA. Our mothers #4 husband allowed to live in house for another 4 months, tho thru prenup and will he has no rights to house. We're being told by insurance industry they cannot offer liability in renters insurance since #4 doesn't own the land. Where to go for insurance? He presently has insurance in my deceased mothers name till it expires May 26.
